用楼主提供的方法，应该可以下载的。
不过我两台机器，都是Linux，一台可以正常下载，另外一台执行Steam更新时会提示错误：
updating HL2 Server
Checking bootstrapper version ...
Failed to connect to any GeneralDirectoryServer

正常的提示应该是这样的：
Checking bootstrapper version ...
Getting version 34 of Steam HLDS Update Tool
Downloading. . . . . . . . . . .
Steam Linux Client updated, please retry the command

Updating Installation

No installation record found at .

现在最新的是4617了。早上登录一看，已经下载成功。
不过启动CS后，在HLSW中查看启动的游戏竟然是CS Source，看来得进一步找原因。

-game cstrike ：这个参数告诉steam你要下载的是反恐精英cs1.6（如果你需要下载的是【反恐精英－起源】那么把这个参数改为-game "Counter-Strike Source"）

你是不是在后面多加了一个Source哦？

晕了，找不到原因，游戏启动显示的是Source。。。

启动脚本如下，各位大师能否帮忙分析分析？
./hlds_run -binary ./hlds_i686 -console -game cstrike -insecure -ip xxx.xxx.xxx.xxx -port 27015 +servercfgfile server.cfg +maxplayers 32 +map de_dust2 +sv_lan 0 -noipx -nojoy -nohltv
上面的IP用xxx替换了。

另外补充一点，现在的版本是4883了。。。
启动信息如下：

Exe version 1.1.2.6/Stdio (cstrike)
Exe build: 16:56:12 Mar 8 2010 (4883)
STEAM Auth Server^M
